I noticed that quite a few of the top bears are only using the 2 set and not the 4 set. Is the 4 set just not that great? Or will higher ilvl pieces just beat it out? I could use 4 set right now, but my helm and shoulders are normal tier. So instead of 4 set, i use heroic helm and heroic shoulders and just use 2 piece. Am i doing this right? During progression should i be using 4 set or just going for the higher armor and higher ilvl pieces?

4 set just isn't needed and the stats on the items you have to use to get 4 set isn't worth.

Jellos is a known 4set hater here, but he's right.
The 4 set is redundant because of all the passive survivability we have already.
HOWEVER, if there are no higher ilvl pieces at your disposal, and you are doing progress it might be worth using it.
I wouldn't recommend it as BIS when everything is on farm. But on progress, the extra heals might come in handy (again, if you're not wasting 2 items with 10+ more ilvls).
