What is your minimum expectation for legion in content?

For me it is,

Dungeons, A proper fix for dungeon rewards, 2 expansions in row they haven't given us a good reason to run dungeons again, give us that back.
Scenarios, i want them back.
Activities, give us things to do each week.
Patches, giving us decent patches again like in Mists of Pandaria
Dungeons, ALOT more dungeons. They said they could add a raid + dungeons each patch in MoP, big fat lie for WoD.
Quivers, They said they would return them, i want them.

Less my expectations... more like wishes, but yeah whatsoever.

Bringing back the currency system for dungeons.
Rep tabards or dailies.
Major content patches with 1 or 2 new dungeons each.
More content patches

Oh and I wouldn't mind if instead of a new Ashran we get a new full BG or they (finally) decide it is time to make Alterac an endless BG, without shittifying it to Trashran 2.0.

Agree no reason to run them at all really in WoD I'm not sure if I did run all of them.

Didn't do them as there was no real rewards previously. I need a reason to do stuff other than it is there.

More things to do and more of a reason to do them. Before we at least had badges or marks which gave a reason to run the repetitive 5 mans.
I want reforging back mainly as it is I have too many Bullshit stats.

^Not going to happen while LFR is in play, simply because LFR serves as their main content holder for any non-raider.

I'm not expecting a great deal out of the ordinary, in terms of their new fragment system for the class weapons I'm expecting it run along similar lines as WoD treasures or archaeology.

Any potential hopes I may have isn't possible due to all the "quality of life" features there's currently in the game, so I guess I'll have to see what sort of farm or garrison Legion brings, which would probably be the biggest "surprise" for me.

The Sad part about WoD heroics is they are actually mechanically fun...even though I hate Grimrail depot. There is just no reason to do it. I dare say we return the the badges or points of ultimate grinding. Let there be mount or pet awards..or transmog awards. Kinda like the time walking badges but less cruel in price.

I would be surprised if it didn't, Timewalking reward system is the EXACT system that dungeons needed.

After WoD I don't expect anything and I'm still disappointed. I suppose that is the only thing Blizzard has been consistent with recently. They always know how to disappoint.
