Apparently they're called "salad onion" in Swedish. And they're apparently not leeks :P But I'm most familiar with scallions
They use them in salads and that's really the only place where they are a good replacement for onions.

In the Netherlands they're most often called 'Forest Onion'
It's a green onion, the stem is a scallion.
