Quick Merc Mode Questions

I just recently returned to the game, and I'm not sure how it works--but from what I could find, there is an NPC in Stormshield.

A few quick questions...

Can a non 100 queue mercenary mode (assuming they can get to Stormshield via mage port)?

Can you queue as a party for mercenary mode (i.e. my son and me)--these 20 minute queues are terrible?

Not sure about the non-100s, but parties can indeed queue merc together, but they all need to get the buff.
