Lol, that's funny. I see this Blimp all the time when I visit family in Maryland. As I recall, it was basically useless and wasn't properly doing the things it was expected to do - despite all the money going into it. I thought they were doing away with it... but maybe not like this, lol.

Yes norad was tracking it but here in redneck Pennsylvania the local law enforcement was having a harder time tracking it.

Because law enforcement isn't equipped to track stuff like this. They'd be relying mainly on spotting reports or whatever someone like the FAA feeds them.
