This just can't be true. Anywhere I've worked or anyone i've known who works at a restaurant, makes good money. And every resteratunt will send servers home if theres not enough business. If this occurs perpetually, the restaurant will probably not last. But if, for most its only standing around making $2/hr, I really dont think there would be many servers. However, its a pretty sought after job, much better than working for a constant wage at McDonalds or something like that (talking about for non-degreed people). Its like that because the wages from being a server are actually pretty good.
Because of Tip Shaming. If you don't tip what the server expects, they can be resentful.

Can we start tipping the cooks?? People who actually do the work in the restaurant. By tip I mean a small bonus for their hard work. If you have ever worked in a busy restaurant as a cook in any regards you will understand that on weekends it can turn in a hellzone very quickly. Meanwhile the wait staff stand around and complain that they are getting crappy tips while also bad mouthing the customers.

Another issue with tipping is that service expectations aren't always consistent from one restaurant to another. I can go to one place and pretty much all I need is my water refilled once and... that's about it. At another place the server can do all sorts of stuff that improves my experience. It feels silly to give both of them 20% tips, or at most one of them 20 and the other 15.
I would welcome standardized prices/no tipping.
for quality man, apparently people can only do a good job if people hand them cash, I should start asking my boss for tips every time I complete a project.

Yeah I mentioned how I care much more about the person making my food than someone who brings it to me.
How to tell if somebody learned World Geography in school or from SNL:

I can't even imagine going to a restaurant called "Joe's Crab Shack"...
