Moment of Clarity still has mechanical issues, not being able to shed Energy for 3 seconds is not really desirable and without the t18 set bonuses Omen's proc will be so inconsistent that it'll almost be masochistic to play it. Also doesn't exactly do good things to the value of haste despite the talent's value being linked to it.

I think that slot is meant for the UberNoob. Even if they replace it it would most likely be with something that people on the forums wouldn't take.
