There are Female Olympic Weightlifters that can lift nearly (in some cases over...) 2 times their own body weight over their heads, and I'm damn certain they could lift a whole lot more with just a "man" on their back.

Depends on the woman and the man, so yes and no... but in general... the average woman has difficulty lifting and carrying the average man.

This question is flawed. Can a well trained, huge woman carry a small, slim guy? yes. Can a small, weak guy carry a fat woman? No.
If this goes into the direction of "Can a woman do a job that potentially requires you to carry a man out of danger" then I think yes. I cannot think of a scenario outside of military and women get the appropriate training for emergency situations.
Also, my mother worked 30 years of her life as a nurse. She lifted, rolled around and moved obese people and she is very slim.
