690 Khadgar Ring vs 700 PVP

Any advice on whether the pre-legendary 690 ring proc allows it to outperform the 700 PVP ring? Mr. Robot shows it as an upgrade, and it's sitting in my bag while i finish the quest......

my guess is mr robot is undervalueing the procc as its hard to model the rng, i cant believe a 10ilvl increase > 10% agility increase
