Well Tales of Zestiria had Edna and Symonne. Then again Bandai isn't Nintendo of America.
Either way, I think the point is moot when we have no issues slaughtering or being slaughtered as an underage character. Blood and gore? No problem! Swimsuit and bikini's? TABOO!
She is from Sweden...

No one dictate what the creator do. However, I can, and will, states that the game would be more releasable in the US without Marie Rose and especially without Marie Rose on the cover.
I never said that ''character with pigtails'' means she is a minor. Everything with Marie Rose, however, screams ''minor''.
"In order to maintain a tolerant society, the society must be intolerant of intolerance." Paradox of tolerance
My point is that when people (and check on sites like Siliconera, people are trying to explain this, to be told to shut up) have no issue whatsoever with Hitomi (which looks over 18) but over Marie Rose (which does not), they don't have an issue with the nudity, but with the age.
Why do people think Marie Rose looks under 18?
How is called this gothic fashion in Japan and who wears it in fiction ?
Kobato in Haganai, which looks strikingly like Marie Rose (which is an example. For the record, I purchased both seasons of Haganai and the English version of the manga...and frankly, there are some scenes were the fan service is a disservice for me...) looks 18 ?
IE, characters of the ''type'' of Marie Rose, AKA ''gothic lolita'', are a staple of Japanese anime, like ''hot blooded young mecha pilot''

What I mean is that (for instance) Kobato and Marie Rose (or, for that matter, Hansel/Gretel in Black Lagoon) are eerily similar in time of general character concept. There is a reason why the common ''gothic lolitas'' are named ''lolitas''.
You agree that Marie Rose is the archetype of the gothic lolita ? There are two strongly implicated concepts in ''gothic lolita''. One is gothic. The other is ?
This stuff has been happening since forever, there's just a bit of a moral panic culture (and counter-culture) latching on to it at present and giving these things a spotlight. It'll die down again within a few years once people tire of it and move on to the next thing.
What age are usually the characters wearing this fashion in anime or videogames ?
