Roadhog as a whole isn't really different. The two seconds extra on the hook is noticeable, but so is the tighter spread on his shots. So it feels to balance out, but only if you relearn to walk forward when hooking people again. Back into combat more than he already has to.
But Bastion is stupid. I hooked him, hit with my left click, melee, he ran, I hit direct shot with my right click, he survived and ran off. That's more survivability than FUCKING D.VA.
