Is this forum American only?

So, I just read a thread about weed. It was closed though because it covered a topic which is illegal by law. Where I'm from, weed is not illegal. So who decides which laws to follow? Is this forum just for Americans? I'm not judging the mods by saying it should not be banned or anything. I'm merely wondering which laws we are following here. Maybe it could be specified in the rules?

Marijuana is illegal at the federal level. it doesn't matter if a couple of individual states make it legal.

You might have a argument if those threads were asking if they should murder, stone, rape, and whatnot someone. The weed thread that was closed was about if the guy should or shouldn't smoke weed.
