Low light performance is pretty much a 1:1 tradeoff with detail. And thus unless you are only anticipating a robbery in broad daylight you would typically not favor a high definition camera for security purposes. And that's why security footage is always shitty.

Also storage. HD eats up the gigs and requires a more powerful server to handle the footage.
