Where is the "Spell Alerts" code of the default Interface?

I'm currently investigating how to detect the initial proc (and only the initial proc) of the garrison building's rune of power. However, it is not in an advanced log at all. However (2), it is on the Spell Alerts feature of the default Blizzard Interface!

So, does anyone know what code exactly does it and if we can script that into weakauras somehow?

I thought a new thread for it might be needed since the subject is general, not just for one spell.
