To be fair. It's going to be easier to bring peace to the middle east than to get them to leave. Especially since crying racist is still a thing.

Refugees are expected to return once war is over.
It has been that way ever since states first signed international treaties to grant refugee status.
This is nothing new. The refugee's were always going to get send back (minus the ones that get to stay because they got Residency Permits, Citizenship and so on)
In the 90's Germany gave over 350 000 Bosnians Refugee statues. The majority have gone back and now we have roughly 20 000 who are still living here because they applied for Residency, Citizenship.

While I think, that that wont really happen, since germany kinda needs those immigrants, because we apparently suck at having babies, and all this is mostly a way to keep people calm, until the mass immigration waves are over (and maybe make refugees think twice, before they try to take the pretty dangerous journey), this doesnt seem like a big change in policy to me.
Merkel said that sending people back into war zones is against everything european values stand for, therefore we have to let them in.
I dont think anything was ever said about "we can take in the whole world forever". And I dont think that would have anything to do with european values either.

Not always. The refugee convention states that refugees can get a new nationality - and thus cease to be refugees, as well as ceasing to be refugees if the original reason disappeared.
So, it's usually a mix of temporary and permanent; and this is tied into family reunification (it makes sense to bring the family over if you are a permanent citizen - but less so if you are only in eu temporarily).
Both Denmark and Sweden have recently switched the focus from permanent towards temporary asylum.
There is a difference between expecting people to leave and to command them to return.
The news actually is about Merkel saying she thinks most refugees will return to syria once the war is over, and not about the idea she could command the german police squads to send them back.
