    Thoughts on buying this computer?

    CPU:Intel Core i5-6400 2.7 GHz
    Motherboard:Intel B150
    Memory:8 GB DDR4
    Video Card:AMD Radeon R7 360 2 GB
    Case: Azza Atlas
    Power Supply: 400W
Operating System: Windows 10 Home 64-Bit

Here are some of the basic spec for the computer i'm looking to buy that is in my price range. The price for this being about $650, the main games that I play on the computer are anything blizzard for the most part and Skyrim. I was just looking for some thoughts and opinions from people who know a lot more about computers than I do.

Unless you are absolutely in love with that case, you could either get something better that's cheaper like the 200R or something that is much nicer like a Phanteks Entoo or Fractal Design Define R5. If you go with a cheaper option like the 200R that would allow you to get a better GPU. That video card is really low end and not even really meant for gaming. For Radeons, R9 designates Gaming GPU and R7 is just a video card. It will probably handle what you are looking at ok, but I think a GTX 950 would be a better choice. That PSU also seems kinda low, if it's a good quality brand it might be ok but you did not specify.

That specifc i5 is very low clocked for wow and the gpu won't cut it for wow since on that low performance gpu's nvidia is highly favored. That aside the R7 360 won't play half on the new AAA at all. This is what i'd get:

PCPartPicker part list / Price breakdown by merchant

    CPU: Intel Core i5-6600 3.3GHz Quad-Core Processor ($215.99 @ SuperBiiz)
    Motherboard: ASRock H170M Pro4 Micro ATX LGA1151 Motherboard ($84.99 @ Newegg)
    Memory: Kingston HyperX Fury Black 8GB (1 x 8GB) DDR4-2133 Memory ($37.99 @ Amazon)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($49.89 @ OutletPC)
Video Card: EVGA GeForce GTX 960 2GB SuperSC ACX 2.0+ Video Card ($159.99 @ NCIX US)
Case: Cooler Master N200 MicroATX Mid Tower Case ($43.26 @ Mac Mall)
Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply ($55.99 @ SuperBiiz)
    Total: $648.10
Prices include shipping, taxes, and discounts when available

if the price needs to include an o/s then you would have to cut down on some parts:

Not true actually. Quite a few prebuilt pcs from decent suppliers are perfectly fine. Linus got one from Best Buy and cracked it open and it was a good value pc not that I recommend buying one from Best Buy but it's not 99% of all pre-built pcs are bad.. But I completely agree building a pc yourself is better value because of sales/price drops.

    Cherry picking?

Linus bought a bottom of the barrel system in Canada where prices are already wonky, and compared it to rather unequal parts.

The truth is, the system was more expensive than its equal parts by a small amount. Still not worth buying, and meh parts anyway. It proved nothing really, outside the idea that "You'll only get sort-of-screwed" if you buy a very particular system there. That was AFTER getting the run around, and almost sold the wrong thing twice.
