Killing each of his targets was supposed to give you access to a unique garrison mission. Can't remember the rewards, but that part of it was scrapped so no real point to him anymore.
The targets for his quests can drop an item that leads to a one-time quest with crap rewards. I've done the quests a handful of times to try and get the quest starting item, but never found out. Looked up what the rewards for it were and never bothered with it again. The quests are also supposed to trigger a follower mission upon completion, but that never got implemented.
It might be a small amount to you, but everything counts for many other people. I kinda wish they added an achievement to complete his quests like they did for Harrison Jones' ones.
