From there on you could just get an i7 6700k just because you got the budget but not needed for gaming only. You then could get the 500gb ssd version of the one i linked etc.
I'll try to make something more useful for you, wait...

i5 6500 (the 6600K would cost you R$ 400 more, which is also an option. Remember to buy a CPU cooler if you go with the 6600K)
MSI B150 PC Mate (Buy a Z170 mobo if you're going with the 6600K.)
2x Kingston 8GB 2133MHz DDR4
Samsung 850 EVO 250gb
WD Blue 1TB
GTX 970 MSI ARMOR OC
Seasonic Silent S12G 650W
Corsair 200R
I tried to keep it not so ridiculously expensive and it's hitting R$7200 already even using a 6500 and a B150 mobo, we could take out the SSD and put a cheaper PSU, a 390X goes by around R$2600, that 970 is at R$1900. Probably a better idea to go with Haswell here, sincerely speaking the prices are just broken.
Ok thats fair enough since i don't know how prices fair there. If its 1080p really and mostly wow atm maybe grab a good clocked gtx950 till later in Autumn that we will have new cards out. That will also enable him to grab a 6600k with an Z170, x-sli maybe (cheapest good mobo usually)?
You can always pick a 390 instead of a 390x...
