Windoes 10 and killing programs

Heya.

Since getting windows 10 on my pc i've had the problem that it just wont kill programs that have crashed.

opening the task manager, or right clicking and closing them does absolutely nothing. The only thing i can do is restart the pc (thank you ssd harddisk).

Is this a known issue or just one that i am having? Is there a fix? Something i am missing from windows 8 til 10?

Now usually just logging out ends those pesky executables, to clear memory left behind some buggy program you might need to restarts.

+RAMMAP finally works in windows 10 to help clear pagefile/ram when windows/program wont free it (memory leaky games).
