How does standard affect Random and Arena?

The question is pretty simple: Will the standard format have any impact on how arena works, and will it have an affect on how "summon random minion/card" works? I havent heard anybody talk about this, so i just wanted to know if there has been a specific announcement, which i have missed?

Example: I use Unstable Portal in standard, will i be able to get Doctor Boom from it?

You won't be able to get to get out of cycle cards in Standard, and Arena will be Wild by default, meaning any cards can be drafted.

You won't be able to use Unstable Portal in Standard anyway as it was a GvG card

But using another example, Mounted Raptor - you won't be able to get, for example, a Zombie Chow out of it.

Yeah Standard is like as if those expansions never existed. Arena is still Wild mode (no restrictions on what comes up in your draft).
