You can't counter it :P

I think(do not take at absolute fact) that you can't counter it directly. You need to have boat synergy or something. Like X ability that increases success rate if on a mission with a submarine and so forth. Things like that.

Or crew bonuses like pandaren on long missions (12+ hours I believe) or human (and whatever is horde counterpart) for flat bonus.

But still there are missions that are probably impossible like 2 ships, land objective and expert captain. In combo that is not counterable by arakkoa crew or the murloc ship I have.

90%+ missions mean that ships always survive if mission fails.

Usually with Pandaren and Human/Forsaken crews. I'd replace the ship synergy equipment with actual counters.
