I do this sometimes as well. But If I dont have to poo, I just hop right in once the water is hot, and then that of course makes me have to pee.

It's not a matter of cannot. It's a matter of will not. It's not practical, in my mind, to spend more water at the toilet when water is already flowing down the drain right in front of me.
