Ray of Frost

Hello Mages,

What is the purpose of the talent "Ray of Frost"? Is it something that should be used on it's cool down?

I know after 4 ticks, it starts to do way more damage than a single Frostbolt, but it does not "proc" anything, IE. Icicles, Fingers of Frost, Brain Freeze. I personally like to run Lonely Winter because I'm not a huge fan of having a pet, but "Ray of Frost" does do a lot of damage.
