If there are other targets(with substantial health remaining) or the boss still left to kill, then sure, the haste boost is useful if you aren't already resource capping.

Yeah you've blown your load and are feeling lucky pop it on a mob about to kiff it and get set for 4 seconds of your own personal hero.
4 gcds so choose them wisely.

Yes. Every time on anything possible. On mythic Archimode u slap a SR on the first doomfire soon as it pops just for the haste buff

Getting the buff is definitely beneficial if you can use the runes you gain and not cap everything.
