LF help to identify couple of movies

So, I have this vague memory of couple of movies I have long forgotten since I was a kid (80's or 70's stuff), but those posters/covers of them are haunting my mind. Can't remember the name of those movies and can't find them through google. I'm kind of furious with my dementia!

The other one had a poster with a brain (?) wearing sunglasses.

The other one had some kind of man having a drill hand (?!). The posing is about the same IIRC as this Star Wars poster.

i hate wanting to figure out something and not being able to drives me crazy
didnt have much luck with something that had a brain and sunglasses.

I do, because I had seen those posters/covers in the film rental store every time when I visited it as a kid.
