Blocking trade with another nation is the opposite of Liberalism, lets not use the United States definition of the word. liberal are not the left. Liberal part has been a constant party that literally only use ideas from every other line of party and has done so since 1918. The progressivness displayed is only up to what masses find to their interest. There is a reason they have won 19 or the 29 Canadian Federal Election. Do not confound the Liberal party for what Americans call liberals, it never was, never will be.

You could argue in this case he isn't being conservative enough to be called progressive. Either way he's afraid of changing the status quo. He's afraid of cutting off military support to an authoritarian theocratic regime.
