Which add-on is creating the breath bar? It also creates a "ready" bar when a ready check is initiated that I'd like to move. Searched through DBM and Quartz settings and cannot find the options anywhere. Anyone know?

The addon is Quartz.
If isn't use /fstack and hover over the bar to see its frame name.

As Tercio said, it's Quartz. The settings are under the "Mirror" section.

Move them independently, I don't believe so.
Remove them entirely, yes.

If the bars actually provide any information you want, then you could perhaps recreate those specific cases in another addon which would then give you more freedom on movement.
