Are the Darkmoon Card effects randomized when you get them? For example http://legion.wowhead.com/item=12871...-deck-promises The mana reduction, the strenght of the mana reduction, is that determined on creation?

Are they made by inscriptionists? again? I preferred it back in Tbc when you can find some from world mobs, dungeon mobs and aces dropped from bosses.
