I don't think there is such a thing. Even where a society has all of its needs cared for at all levels, there are still always going to be people who are either crazy, or they feel the need to rebel against the establishment or act out in some way. There will always be a need for police to deal with such people, even if that doesn't necessarily mean incarceration, but maybe some other form of psychological or administrative solution. What is amazing about this video, is that this person is from Chicago. How can you be from Chicago, and think that we need less police? If I was mayor of Chicago, I would add about 20-25 million more police in that shit hole.
