WA to see someone use a spell

So is there a way to make a WA to see if someone is using a specific spell. No focus or target WA just a WA that tells you who uses this specific spell.

It's possible and easy. In trigger tab find "Unit" dropdown and choose "Specific unit" from it. Then put name of player you want to track below in "Specific Unit". Of course you'll need to put spell name/id in "Auras" and choose proper "Aura Type".

Not really what he asked as he wants to track WHO casted that spell.

But to answer question. Yes it's possible. Here's example http://pastebin.com/qKSez1HS (maybe not the best way) You just will need to change spellID in trigger to which spell you want to track.

Is it possible to make the weakaura to work when the specific spell is being casted on you?

No, largely because of PvP reasons I think.
You cannot identify the target of a spellcast now.
In the case of PvE encounters you may be targeted during the cast allowing an assumption that you are the target.
But in PvP due to focus/mouseover etc that is not a certainty.

Previously there were addons which would do exactly what you say, informing you if you were the target of any spellcast by an opponent.
    It was deemed unfair.
