Question Can Children at the Orphanage Pick their Adopted Parents?

I've been searching on the internet for answer to this question to no avail.

Can orphaned children (or really, any child that's up for adoption) in the United States decide whether or not to accept a potential adopter's offer of adoption? Ofcourse, someone has to be interested in them in the first place, but is it possible for the child to decide to reject them if they don't like them? I'm assuming this would be possible, though given the circumstances they may not be allowed to be picky.

Reddit probably has an adoption sub reddit if nobody can answer your question.

No, they do not. The best they can do is be assholes, so the foster home kicks them out. Friends of mine adopted, but they spent a year with the same kids as a foster home.

I think you have a severe misunderstanding of those adopting kids from orphanages.
