Yes, it's pay to win. It's nothing serious though for actual players, but it's pay to win in exactly the same way that Hearthstone, LoL, HotS, and any other game that allows you to skip many days of work through paying money is pay to win.

It is not pay to win and neither is hots, lol, or any game that let's you pay for skins or heroes. Paying to get Max level is paying to skip the boring part for them. HotS and LoL are moba and that the standard business model sure buying the new of hero/chpion is like pay to win but it's not. Hearthstone is pay to win the as the only way to gain power is through cards to make certain decks and you don't earn current expansion cards at a reasonable pace. So buying card packs is buying power and IS pay to win

Because level 100 isn't up to par for anyone who's played more than a few weeks. They won't do microtransactions for Artifact Power - but they might do it in the future for other kinds of materials.

The boost is pay to win, but it's on a much lower level than actual max level progress.

nah. with gear normalization, boost a resto druid to 100/110 and then go win in pvp.
