The RNG in loot is pretty much my only issue. From world based content it's fine, but if it takes weeks, even months to obtain one piece of loot from a particular boss then you would want that piece to be the best possible outcome.
Master loot change and LFR once again being overrewarding is up there but the RNG pulls ahead.
Not happy with the general pruning not only of spells but a lot of other things. As a hunter I hate MM/BM, feels like there are 4 spells to use. Also I simply don't like the concept of artifact weapons, I'd rather have the previous system where you just buy or loot better weapons...
Blizzard found LFR was starting to be ignored by everybody who wasn't a complete mouth-breather. They decided that in order to get decent players to carry the bad ones again they had to put the set bonuses back in. It's awful, but hopefully luck is on your side and you have a 4-set prior to LFR releasing.

I'm not concerned about not having tier before then; It will be 3-4 weeks after the release of Normal -> when LFR finally has "decent" loot on offer.
If LFR stayed challenging then I wouldn't have a problem. But history shows they MUST nerf it into the ground; any idea of previous LFR fights being challenging after the first few rounds of nerfs are simply delusions created by those first few weeks. It's created a garbage attitude and it's sad that the appeal of tier has become one of "looking kewl" instead of helping you progress further in the game.
I think it was more an issue that it was setting up a pile of second-class citizen raiders and with each new tier released made the gap between each raid tier even greater.
Fact is that the LFR set bonuses in WoD suck, especially when you compare them to the normal set bonuses which could easily add thousands of DPS to your character without even figuring in the additional base-stats. All of which made PuGing that much more difficult too for many people on irregular schedules or in dead-end guilds they didn't want to leave for sentimental reasons.

I "love" how they removed old talent trees and instead gave us the most alt unfriendly "talent tree" with the artifact weapon leveling / grinding at max level.
My biggest problem, frankly, is Garrote. Assassination Rogues are supposed to be masters of poison, that's how I always viewed the class. Being bleed specialists is never how I viewed the class fantasy on any level. Rupture was only a means of generating energy to Mutilate more and Envenom more in turn, but now everything is flipped on its head. Assassination Rogues are still fun to play (less so than before) and the newfound burst from Exsanguinate is nice (counting down to the inevitable massive nerf personally) but the fantasy is wrong. They missed the mark, period.
On the upside though I'm super pleased with the new Shadow Priest spellkit. I really dig the fantasy they put together for that spec. I think there's one rough edge (bad interplay between Void Eruption and DOT upkeep) but overall I'm loving my Shadow Priest like its Burning Crusade all over again.
Furthermore, I consider that China must be destroyed.
That they destroyed combat rogue spec with Outlaw and introduced the worst RNG component in it ever witnessed. Hoping for redemption in 7.1 and until then I will play something else. (Edit. clarification: another class)
Otherwise I'm hyped!

1. Flying will be unlocked the same as in Warlords. Difference is it will be less of a ball ache as the achievements will be released incrementally so you can work towards it over the expansion.
2. This has always been true of all legendaries anyway, so hardly an "issue with Legion"? :-/
