Ignore pain only at 60 rage?

Does IP scale linearly with rage (20 rage = 100k, 40 rage = 200k, etc), or does 60 result is more than 3x shield of 20 rage?

I've been using only on 60, and I'm wondering if that's not the best way.

I would assume it doesn't matter when you ignore pain when talking about rage efficiency - but in legion you get an artifact trait which gives you a chance for 60% increase of you next ignore pain - if you have that buff you would ignore pain at 60 rage, unless you need it before or the buff runs out.

It's linear, you can use it whenever. But if you are using Vengeance, which you should be, then it is optimal to cast it at as high rage as possible - unless you have an Ultimatum proc, in which case you can cast the IP preceding a free focused rage at any rage cost and still be optimal.

Worth noting that if you're running Vengeance, you always want to Ignore Pain on 30 rage, because this maximizes the rage savings from the talent.
