helloso first... sry for my english, but im hungarian...
so i have a notebook, asus k555lb, i5 5200u, gt 940 m 2gb, 8 gb ram, i use medium settings, but the FPS is 60 in OG but offten decrased to 30-45.
In hfc for example i have 35 fps and im so sad =(
what is the optimal settings ? and why is the best fps is 60 ?? always.. so never jump to 65-70, 60 the max. why ? can u help me?

What settings are you using right now? Note that old Ultra settings is now 7, new Ultra is 10.

Turn shadows to low, AA to off, liquid to low.
About 60 fps - i bet you have Vsync on and your laptop display is 60hz refresh max. If you turn off Vsync u can see increased FPS but the picture will sometimes tear in lines
