If I recall correctly world bosses spawned the same week as Highmaul in WoD, so I am assuming they are following the same pattern.

I don't think so. I saw somewhere that world bosses would drop ilvl 850 items before raids come out.. and 860 items once raids are available.. so I don't think we have to wait until raids are out

Might spawn next reset. Not sure though.
