Do you consider the Horde to be "the bad guys" or is it more complex?

Every time I open my phone's browser (Chrome) after leaving it a while, I get this:
This only happens for MMo-C, nothing else. I was suggested to clear my cache last I posted, and I did (I cleared everything not just cache, too), and it did nothing. It happens every day at least once.
What is causing this, and is there any way I can fix this - or is it just an issue on the site's end? It's not exactly a deal breaker but it's annoying.
