Why is Blizzards tuning process so slow?

You see specs for example Assassination performs HALF the actions per minute compare to subtlety yet is rewarded with higher dps.

It also has easier AOE functionality than subtlety.

I'm not saying less complex specs should be worse dps but Blizzard should be quicker to tune when there is glaring problems with specs.

"APM" has no relevance to MMOs.

Well, APM isn't much handled in MMO's.

Even at so, tuning of abilities aren't so easy as it sounds.

And then, some speccs feel slower than others at times.

And the time to tune is why raids normally don't swing open the doors for a few weeks.

Lets hope they are working a massive pre raid balancing patch for the many many things that need to be tuned/adjusted

Mythic+ and Raiding is when tuning should happen. Once people get to a stable gear level, then numbers will be crunched. There isn't (assuming here) a large sample size to warrant nerfs/buffs yet.

"Glaring" problems? Really? Legion is 1.5 weeks old and there are still no mythic+ or raids open.
This is an MMORPG no MOBA.

Isnt assassination kinda gimped atm? The apm thing isnt a good way to balance... If sub did more because its harder to play then everyone would be expected to play sub because it does more regardless of how difficult it is to play. Atm both sub and assassin are having trouble comparing to outlaw... Id rather they just balance performance and difficulty of it being disrupted by mechanics rather than just how fast you are pressing buttons.
