I did all the quests to get it and wow head said it would be available in the NA an hour ago but it isn't available. Why won't this WQ spawn? I'm trying to get the devilsaur shock baton trinket. I also.heard it's supposed to be available daily and I haven't seen it since I finishes riding the dinosaur in the last quest.

Have you tried actually going there?
I'm having an issue where some world quests just won't show on my map, but if I go there while they are up I can do them.
