Artifact Weapon Path: question(s) about picking..

So in looking at the various suggested build paths, I am seeing Holy Guidance listed at like 13th item to upgrade. Say Your Prayers, Holy Mending, and Serenity Now all are suggested before dumping points into it. From a raiding point of view, why is that the case? I’d think Prayer of Healing would be of major use in a raid versus the healing Prayer of Mending will be doing?
