You guys can stop looking at armories for the item, it doesn't show up. The Armory is half working, at best, right now. I'm not sure if items like these are blacklisted from it, but they definitely don't show up there.
The only proof is to talk to him in game and have him show it to you in a trade window, which apparently he's already done numerous times. Stop the witch hunt.
Edit: Not directed at anyone in particular, it's just that the last few pages have been just overwhelmingly "Don't believe it", for some reason. If I have to talk to him and stream it, I will.Last edited by Daltin; 2016-09-27 at 02:21 PM.

He has recently received the uncrowned shoulders which usually means he has full access to the uncrowned set. This could be a trigger as well. How many rogues currently have exalted reputation at the nightfallen?

Did heroic and mythic NL ... no drops so far.

Can confirm it drops from Neltharion's lair, dropped for me today! (hit exalted with HM yesterday)
First run done on heroic, nothing dropped.
Second run on normal and it dropped off Dargrul
It does not show up in the guild history (loot history)
It does not show up as a drop on armory.
