Pretty sure it's just a low drop rate and the same bosses as the beta (No rep needed, just low drop) If the other binding dropped with neither of the reps required I see no reason to need to disprove the HM/stormheim rep for the binding from NL. As it's just gonna be a low drop rate.

Just received the binding from Dargul without being exalted with anyone on AK 6 by farming normals with 4 other rogues and got in in like 4-5 runs.
