There is nothing wrong with "A fine victory, and a blow dealt to the Forsaken."
Except for all the times it does, especially when used more loosely to denote spoken delivery and imply pauses.
Grammatically speaking, when a coordinating conjunction is used to connect two independent clauses, a comma is always used. Examples:
I hit my brother with a stick, and he cried.
The rain stopped, and the sun came out again.
To put it more simply, if the two statements in the sentence can be independent sentences, there should be a comma. So, "A fine victory." and "A blow dealt to the Forsaken." can be distinct sentences in their own right, just like "I hit my brother with a stick." and "He cried.", above.
