    Question Emerald Nightmare and Settlements

A very curious thing that I immediatly mentioned in this dungeon was that the Emerald Dream was supposed to be a plane of existence where there was no civilization that could have taken hold on the world to basically serve as an offset to compare the current state of the world with.
So the first thing I said when entering the Mulgore part of the Emerald Nightmare was: "Why the fuck is thunderbluff up there in the sky?". There should never have been a city in this whole realm to begin with. Should this imagery be like a dark vision to us that scares us? Why would an alliance raid care for a horde city to be torn apart? That is no nightmare for half the players. And the furbogs having a settlement around grizzly hills? They might be primitive but still smart enough to change the landscape with tools, something that should not be within the Emerald Dream.

    Explain!

There are different layers to the emerald dream. In the war of the ancients for example, Malfurion destroyed the first small legion portal in the tower from within one of those layers in the dream.
