They randomly drop from herbing. Just like rank 3 will.

You can't get Rank 2 stuff til you have Rank 1 in everything and did the pre-requisite quests. Just get R1 in all herbs, make sure you have NO herbalism quests left, make sure to talk to the trainer just to make sure; if you did all that, you can get Rank 2s by picking herbs.
Still wondering why I play this game.
I'm a Rogue and I also made a spreadsheet for the Order Hall that is updated for BfA.

I got rank 1 in everything and i dont see any quests , the drop chance must be fairly low for rank 2 , i gathered a lot but nothing
Btw is it the same for mining too? do you get quests when you mine?

I got r3 on aethril without having felwort at r1, so I think it is save to assume that it is just random
