Low Haste / Lock and Load - Question

Is Lock and Load always the top tier raiding talent or is there a minimum haste to make it stand above the others. I know it is an RNG based mechanic but the best rate I can find it procing is only 10 times over a 4:45 minute fight (or once ever 28.5 Second). I am sitting at 6% haste (not by choice) and am wondering if a switch to black arrow could be an increase in damage.

If no one knows the answer I go and do some testing tonight, but figured I would try to find someone more adept at figuring these things out first.

My guess is Lock and Load is always best, and I have been having bad RNG.

No, there is no reason to switch because of Haste levels.
