    They are trying to reduce its significance, but not remove it entirely.

    The thing about queued content is that it tends to be a bit of a disorganised jumble, and it's tuned to let you succeed in that environment. The big issue with that is that it just doesn't pan out to be compelling gameplay. That's partially because the experience itself is lacking anything that really lets it stand out, and partially because it messes with the reward structure and puts a player in a position where they've completed content way earlier than they're done getting rewards from it.

    That's not to say it shouldn't exist. Rather, it just doesn't work well as the end goal for players that aren't super-casual. Queued content has a much more comfortable place as a stepping stone to lightly-organised content, like a raid or mythic dungeon PuG.

    Really, it just comes down to what's compelling to a large audience. If LFD and LFR were really fun, then Blizzard wouldn't hesitate to build the whole game around them. The issue is that they're not, and asking players to stick around just to repeatedly run LFD/LFR as their endgame is a big ask. It might work for some people, but it doesn't for the audience at large. They'd just go and play HotS or something.
