    Spec with the least Downtime

    Hey guys, what rogue spec has the least amount of downtime?
    Tried playing Outlaw butt he rng is throwing me off. But don't want a spec where I'm constantly pooling or just waiting for energy.

    Outlaw has the highest APM, technically, but it's inconsistent with RTB. 2nd is Sub, and then Assass with about a 45% waiting time.
