Chill of the grave bug

I seem to have a bug with Chill of the grave, it does not give me the additional 8 yard range.
Although i only run frost in low m+ it's still quite annoying, and blizzard have yet to answer me about this issue.
So i am pondering if anyone else is experiencing this issue.

i have the same issue, it also feels like im not getting the effect of ice in your veins

unequip and re-equip your artifact.

tried that also seitched spec, reloaded and restarted the game
