WeakAura Necrosis & Scourge of Worlds

Hey there Brothers & Sisters,

I am currently searching help to create a WA for Necrosis with the following functions:

Icon displaying Necrosis buff on me, that starts glowing when Scourge of Worlds debuff is on my target.

Cannot figure it out how to do it, hope you guys can help me out here.

I don't believe it can easily be realized in 1 icon. I would do stuffs like:
Icon 1: Trigger 1 Necrosis buff on player AND Trigger 2 Scourge of World NOT on target.
Same position Icon 2: Trigger 1 Necrosis buff on player and Trigger 2 Scourge of World on target. Make it glowing.
